Purpose of the position:
The Integrated Cluster Manager will ensure overall end-to-end Cluster Office and staff management of all programmes, projects and grants. The position will also provide financial management oversight to the programmes and projects team to ensure compliance with the planned APs activities, WV policies. The position will also work closely with the Projects Coordinators and projects staff under the Cluster and APs to ensure the implementation of the projects are conducted as per the donors’ requirements.
The position will ensure that all Cluster and APs staff compliance and adherence to the WV policies, standards, rules, regulations, legal and regulatory requirements. This role is accountable and responsible to ensure day to day activities implementation and monitoring of finances and performance of the Cluster staff as per the APs Plans and the two IPFs and the Strategy. The role will work closely with all projects managers, sector managers, finance managers, accountants, specialists and other departmental leads at the National Office and SOs to ensure that all planned activities are implemented, reports are developed and submitted on time and all policies are followed.

Key Outputs/Responsibilities
1. Leadership and Management 25% Overall responsible for the leadership and management of the Cluster and APs staff and for the implementation programmes, grants and projects activities under the Cluster and AP levels. Provide and oversight and be accountable and responsible for the day-to-day activities implementation and monitoring of finances and performance of the Cluster staff as per the APs Plans.
2. Stewardship and Financial Management 10% Enforce stewardship and high accountability by ensuring that financial and material resources are efficiently and effectively utilized following WVL related policies and procedures within the Cluster and Area programmes for the intended purpose.
3. Programmes and Projects implementation 10%
4. Management of Integrated Programming for Registered Children (RCs) and Most Vulnerable children (MVCs) wellbeing Effectively support integrated programming frameworks 20%
5. Monitoring, Evaluation, Planning and Reporting 10%
6. Mainstreaming and Integration 10%
7. Partnerships and Networking 5% Establish and maintain prominent visibility of World Vision International Lesotho on all interventions at the Cluster level leading to World Vision International Lesotho’s potency to advocate on issues relating to Child Well Being.
8. Management of Risks and Compliance 10% Support compliance to all risks identified at National, districts, AP and community levels.
Qualifications and Experience:
• Qualification and experience required: Masters’ Degree in Business Administration, Public Administration, Project Management, Economics and Development Studies or a related discipline with 5 years’ working experience from the International Non-Governmental Organization;
OR
• Bachelors’ Degree in in Business Administration, Public Administration, Project Management, Economics and Development Studies or a related discipline with 8 years’ working experience from the International Non-Governmental Organization;
• Other: Working experience in community development is preferred.
Technical Skills & Abilities:
o Strong project management and financial skills and good understanding of the programmes life cycle
o Sound knowledge in multisectoral community development.
o Experience with development project management tools such as log frames, monitoring and evaluation tools and budgets.
o Ability to provide sound leadership and technical advice and support to staff, communities and partner organizations on best practices in all sectors.
o Sound supervision skills, including training, mentoring and supporting community staff
o Excellent written and verbal communication skills, including report-writing and formal communication skills.
o Excellent computer skills, including proficiency in MS Office.
o Strong analytical and negotiation skills.
o Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds.
o Emotional and spiritual maturity and ability to work with a team of professionals and community leadership.
o Knowledge of and adherence to the Government policy on INGOs and NGOs

Working Environment / Conditions:
• Domestic Travel: 60% Regular internal travel to project /programs areas is required.
• International Travel: 5% Periodic international travel will be required.
• On call: 5% In emergency situations, the position will be required to be on-call.
