Job Description:

Purpose of the position:

The Integrated Cluster Manager will ensure overall end-to-end Cluster Office and staff management of all programmes, projects and grants. The position will also provide financial management oversight to the programmes and projects team to ensure compliance with the planned APs activities, WV policies. The position will also work closely with the Projects Coordinators and projects staff under the Cluster and APs to ensure the implementation of the projects are conducted as per the donors’ requirements.

The position will ensure that all Cluster and APs staff compliance and adherence to the WV policies, standards, rules, regulations, legal and regulatory requirements. This role is accountable and responsible to ensure day to day activities implementation and monitoring of finances and performance of the Cluster staff as per the APs Plans and the two IPFs and the Strategy. The role will work closely with all projects managers, sector managers, finance managers, accountants, specialists and other departmental leads at the National Office and SOs to ensure that all planned activities are implemented, reports are developed and submitted on time and all policies are followed.

Key Outputs/Responsibilities

1. Leadership and Management 25% Overall responsible for the leadership and management of the Cluster and APs staff and for the implementation programmes, grants and projects activities under the Cluster and AP levels. Provide and oversight and be accountable and responsible for the day-to-day activities implementation and monitoring of finances and performance of the Cluster staff as per the APs Plans.

  • • Actively position WVL and participate in stakeholder engagement platforms, including planning and development meetings, workshops, inter-agency coordination forums, and sector working group meetings within the district, cluster and operational area.
  • • Provide proper day to day leadership, supervision and management for all direct reports and oversee the establishment and functioning of a strong and effective Cluster and APs teams.
  • • Coordinate all Technicians, Officers and Clarks to prepare regular programme, projects and financial reports and ensure compliance with WVL and donor reporting requirements and ensure that reports are submitted on time.
  • • Lead and position WVL, establish and nurture strong working relationships with key stakeholders and partners, including government officials, NGOs, churches, academic institutions, and the private sector at the district, cluster and APs levels.

2. Stewardship and Financial Management 10% Enforce stewardship and high accountability by ensuring that financial and material resources are efficiently and effectively utilized following WVL related policies and procedures within the Cluster and Area programmes for the intended purpose.

  • Organize and lead regular financial and performance review meetings at the Cluster and AP levels to assess progress, share best practices, reflect on impact, and discuss exit and sustainability strategies, fostering action-learning and collaboration.
  • Lead the Cluster and APs representation and presentations for financial management and implementation performance monthly, quarterly, annual reviews organized by the National Office, Regional Office, Support Offices or other stakeholders.

3. Programmes and Projects implementation 10%

  • • Ensure agile, adaptive, and accountable implementation of programmes, grants and project activities, delivering results on time and within the approved budget and as per the two IPFs and AP Plans.
  • • Ensure timely execution and implementation of all components of the Area Program Integrated Program Framework (IPF) and Sponsorship Operations Plan (SOP), in close collaboration with the National Office based managers, specialists, officers, coordinators and the cluster and the district teams.
  • • Lead, plan and facilitate child development and participation initiatives, ensuring children's voices and wellbeing are prioritized within programme interventions.

4. Management of Integrated Programming for Registered Children (RCs) and Most Vulnerable children (MVCs) wellbeing Effectively support integrated programming frameworks 20%

  • Lead and support the operationalize of the two integrated programming frameworks (IPFs) with other sector development intervention to realize work efficiency and Child Wellbeing.
  • Always ensure full compliance with World Vision Lesotho’s Child Safeguarding Policy, promoting a safe environment for all programme and projects participants.
  • Support regular monitoring of the wellbeing of children and promptly facilitate reporting of any incidents or concerns related to child abuse, in accordance with child protection policies and established reporting guidelines.
  • Ensure RCs and the most vulnerable children (MVCs) and their households do meaningfully participate and benefit from programme activities within the Cluster and APs.
  • Ensure integration between Child Sponsorship and other cluster sector operations for work efficiency and Child Wellbeing and then influencing cluster sector leads.
  • Collaborate with local leader, parents, guardians, and community stakeholders to promote children's rights, responsibilities, and available protection mechanisms to prevent and respond to violations of children’s rights, promoting a community-wide culture of child protection.

5. Monitoring, Evaluation, Planning and Reporting 10%

  • Implement the Management and Staff Capacity Building Plans to ensure productivity, effectiveness and compliance in order to reach standards and targets.
  • Ensures all high-performing staff have a development plan in place and monitors and evaluates the progress of capacity building and revises plans as necessary.
  • Conduct regular field-level spot checks to assess the quality and progress of activities implemented by partners.
  • Lead the Cluster and APs development, reviews of Annual Work Plans.
  • Plan, coordinate, and lead joint monitoring visits to project sites in collaboration with stakeholders, ensuring consistent oversight and accountability.
  • Organize and facilitate monthly and quarterly review/reflection meetings with project stakeholders and partners to track progress, share insights, and identify areas for improvement.

6. Mainstreaming and Integration 10%

  • Identify and build the capacity of key community stakeholders and partners in the Empowered Worldview (EWV) approach and other relevant models, promoting community transformation through scripture-based reflection, appreciation of local assets, social cohesion, and collective action.
  • Integrate GIK use into the programmes and measure the impact and financial implications.
  • ntegrate Gender Equality, Disability, and Social Inclusion (GEDSI) into program activities to reduce social and economic disparities within families and communities caused by gender, disability, or other social factors.
  • Ensure the mainstreaming of cross-cutting themes in all World Vision International Lesotho Integrated Health and Nutrition programmes, in particular the integration of integrated child protection, F&D, WASH, Economic Inclusion, Advocacy, Disability, Gender, ENOUGH Campaign, Disaster and Emergencies, Risk management etc.

7. Partnerships and Networking 5% Establish and maintain prominent visibility of World Vision International Lesotho on all interventions at the Cluster level leading to World Vision International Lesotho’s potency to advocate on issues relating to Child Well Being.

8. Management of Risks and Compliance 10% Support compliance to all risks identified at National, districts, AP and community levels.

  • Support the Audit and Risk Assessment recommendation and ensure that audit recommendations are timely responded to, fully implemented and progress is reported quarterly to National Office.
  • Identify and respond to administrative, technical, financial, programming and other gaps limiting programmes and projects plans implementation and assist with solutions.
  • Provide training and mentoring programmes and programmes and projects staff to strengthen capacity for technical project delivery and compliance with WVL and donor rules and regulations

Qualifications and Experience:

• Qualification and experience required: Masters’ Degree in Business Administration, Public Administration, Project Management, Economics and Development Studies or a related discipline with 5 years’ working experience from the International Non-Governmental Organization;

OR

• Bachelors’ Degree in in Business Administration, Public Administration, Project Management, Economics and Development Studies or a related discipline with 8 years’ working experience from the International Non-Governmental Organization;

• Other: Working experience in community development is preferred.

Technical Skills & Abilities:

o Strong project management and financial skills and good understanding of the programmes life cycle

o Sound knowledge in multisectoral community development.

o Experience with development project management tools such as log frames, monitoring and evaluation tools and budgets.

o Ability to provide sound leadership and technical advice and support to staff, communities and partner organizations on best practices in all sectors.

o Sound supervision skills, including training, mentoring and supporting community staff

o Excellent written and verbal communication skills, including report-writing and formal communication skills.

o Excellent computer skills, including proficiency in MS Office.

o Strong analytical and negotiation skills.

o Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds.

o Emotional and spiritual maturity and ability to work with a team of professionals and community leadership.

o Knowledge of and adherence to the Government policy on INGOs and NGOs

o Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context.

Working Environment / Conditions:

• Domestic Travel: 60% Regular internal travel to project /programs areas is required.

• International Travel: 5% Periodic international travel will be required.

• On call: 5% In emergency situations, the position will be required to be on-call.
