Overview
The Information Technology Project Manager performs and provides professional information technology project management for the City of Dallas' IT initiatives.
Essential Functions
1 Manages, coordinates, and facilitates projects in software development, IT modification, procurement, installation, or turnkey system implementation; coordinates the work of others to achieve project delivery.
2 Creates, maintains, updates project planning software to ensure smooth operations and effective time management; monitors and manages project progress, schedule, tasks, resources, budget and expenses; communicates and engages with project team members, stakeholders, management, vendors, and other relevant parties.
3 Evaluates, plans, coordinates, and manages information technology projects using effective methodologies; coordinates project activities with internal information technology divisions, end user departments, and external or private sector vendors and contractors.
4 Initiates projects and performs analysis of end user and stakeholder business need, feasibility, project definition, and project authorization.
5 Evaluates and review vendor proposals and makes recommendations for contracted services.
6 Monitors project cost versus Project Budget to ensure project is completed within budget; reviews and pre-approves external project expenses.
7 Manages project scope and quality to ensure project deliverables are acceptable and fulfill the terms of the project contract or specifications; ensures that Change Control processes and procedures are adhered to when there are changes in project scope or deliverables.
8 Identifies, determines, and addresses potential project risks and difficulties and assists in the design of strategies to mitigate or avoid them.
9 Compiles, prepares, and distributes project information, project status reports, and project budget expenditures; conducts Project Status meetings with team members including information technology and end user or stakeholder managements, and external or private sector vendor and contractor management; prepares project status presentations to executive management.
10 Performs any and all other work as needed or assigned.
Knowledge and Skills
1 Knowledge of Information Technology infrastructure and development.
2 Knowledge of Project Management techniques and methodologies.
3 Knowledge of project scope, project budgeting, project implementation, and vendor coordination.
4 Ability to coordinate project deliverables, timelines, vendors and contractors to provide information technology solutions within Project Management Methodology (PMM).
5 Ability to direct, coordinate, and communicate effectively with various participants and vendors on project status.
6 Proficiency in MS Word, Excel, PowerPoint and Project.
7 Communicating effectively verbally and in writing.
8 Establishing and maintaining effective working relationships.
MINIMUM QUALIFICATIONS
EDUCATION:
Bachelor’s degree in math, engineering, business, or information technology-related field.
EXPERIENCE:
Two (2) years of experience in Information Technology Project Management
EQUIVALENCIES:
High school diploma plus six (6) years of the required experience will meet the education and experience requirements.
Associate degree in any field plus four (4) years of the required experience will meet the education and experience requirements.
Bachelor’s degree (or higher) in a non-specified field plus four (4) years of the required experience will meet the education and experience requirements.
Master’s degree (or higher) in a specified field plus one (1) year of the required experience will meet the education and experience requirements.
A current (PMP) certification plus one (1) year of the required experience will meet the education and experience requirements.
OTHER REQUIREMENTS:
No felony or class A misdemeanor convictions.
No class B misdemeanor convictions in the last ten (10) years.
No family violence convictions.
Cannot currently be on deferred adjudication for any felony, class A misdemeanor or class B misdemeanor charge.
Salary Range
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
