About the Position

The Homeless Initiatives Program Supervisor oversees all aspects of Maricopa County’s Human Services Department’s homelessness projects and programs. The Homeless Initiatives Program Supervisor works closely with the Assistant Director and Director, other government agencies, and regional nonprofit partners to end homelessness within Maricopa County.

About the Senior Services and Community Resilience Division
The Senior Services and Community Resilience Division works to provide housing stability for our most vulnerable residents. We work with older residents and individuals with disabilities to help them remain safely in their existing home setting. The division also prevents eviction for low-income families and individuals by providing crisis services. Additionally, we support those experiencing homelessness through street outreach and shelter services. Our mission is accomplished by working in close partnership with many service providers to across the County to ensure people can stay housed and that homelessness is rare, brief, and nonrecurring.

We Require

  • Five years of professional experience in Homeless Services, including two years of supervisory experience
  • Bachelor's degree in planning, social services, public administration, business administration, or a closely related field
  • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis

We Also Value

  • Knowledge of federal, state, and local programs and funding of homeless programs, including the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of 2009 and Emergency Solutions Grant (ESG) and Community Development Block Grant (CDBG) regulations
  • Knowledge of national, regional, and local trends using evidence-based practices and data-driven outcome measures as they apply to homelessness

Job Contributions

  • Performs a full range of supervisory duties, including but not limited to establishing workload standards, determining work priorities, developing performance plans, monitoring and evaluating performance, coaching staff, and hiring new staff.
  • Leads the Homeless Initiative Unit (HIU) team by overseeing the coordination and implementation of the County’s homelessness programs and fund contracts
  • Responsible for program development and implementation for Homeless outreach services in unincorporated areas of Maricopa County
  • Analyzes homeless population data and project outcomes, budgets, etc. to develop and establish goals, strategies, and priorities for program
  • Collaborates with partners (internal and external) to develop and maintain networks of community partners to support regional systems improvement for homeless services
  • Monitors and oversees program performance data platforms and collaboratively implements process improvement strategies to support HIU program outcomes and results
  • Oversees and establishes process for submitting reports and data, ensuring compliance with all funding sources, and all federal, state, and local laws, regulations, policies, and procedures
  • Effectively partners with the Assistant Director and Director to develop and maintain a comprehensive approach to improve and expand the regional homelessness solutions under HIU
  • Educates community, civic, and governmental boards/commissions regarding the causes and solutions to homelessness
  • Participates in the regional homelessness committees, groups, and organizations in Maricopa County

Working Conditions

  • Must possess or be able to obtain a valid Arizona driver’s license by the time of hire
  • Must complete a background check and fingerprint identification upon hire to secure and maintain an Arizona Department of Public Safety Level 1 Fingerprint Clearance Card
  • This position follows a hybrid schedule, requiring regular on-site presence combined with remote work flexibility. Work is routinely performed in an office environment, which may require extended periods of sitting, reading, and typing. The  position  requires  travel  to  and  from  various  county,  client,  and  contractor  locations  during  a  scheduled workday, subject to County policies regarding the use of County vehicles and/or private vehicles used on County business.
