Job Summary: The position serves as a Health System Specialist providing research support to the WNC VA Healthcare System, Research Service. The Health System Specialist purpose is to implement Performance Improvement techniques at the Western North Carolina VA Health Care System level delivering to a broad array of programs and services within Health Service Research and Development (HSR&D).

Typically, the position sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts, etc. Travel may be required for data collection at other VA sites. No special physical demands are required to perform the work. Major Duties: Selects appropriate guidelines and implements, modifies, or develops new techniques for experimental models that are highly relevant to address scientific questions. Oversees study procedures and study conduct. Hosts data monitors and supporst regulatory visits. Maintains and presents all regulatory binders, standard operating procedures, research and related records. Reviews collected data for accuracy, evaluates results, implements adjustments to ensure accurate and valid data collection. Maintains a strong knowledge of regulatory requirements, supports completion of regulatory documents.

Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/12/2025. Individual Occupational Requirements: Undergraduate and Graduate Education: Major Study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. AND GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience is defined as applying applying knowledge of health systems administration to plan, manage, and evaluate research and quality improvement projects; applying analytical and evaluation methods to assess and improve healthcare program effectiveness; conducting detailed analyses of administrative processes, workflows, and performance metrics; and managing and analyzing large datasets using tools like Red Cap and Excel for data-driven decision-making. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have; Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. (Transcripts Required). OR Combination: Applicants may also combine education and experience to qualify at this level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties. To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
