Job Summary: The Under Secretary of Defense (Comptroller/Chief Financial Officer (USD(C)/FCO) is responsible for carrying out the functions assigned by Section 135 of Title 10, United States Code, and assuring the utmost economy and efficiency in the operations of the Department of Defense (DoD). This position serves as senior analyst in support of Enterprise Financial Transformation (EFT) efforts to streamline and standardize financial operations and consolidate Financial Management (FM) systems.
Major Duties:
Qualifications: Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Experience with Planning, Programming, Budgeting, Execution (PPBE) process; 2) Experience as a subject matter expert on working groups consisting of DoD Components, the OMB and/or other Executive Branch departments and agencies across areas related to DoD resources such as prioritization of resources, budget justification, financial management, financial execution, and/or budget reforms; AND 3) Experience with conducting data analysis and/or leading data analytics projects. You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Subject matter expertise in at least one phase with Planning, Programming, Budgeting, Execution (PPBE) process; 2) Experience leading or participation as a subject matter expert on working groups consisting of DoD Components, the OMB and/or other Executive Branch departments and agencies across areas related to DoD resources such as prioritization of resources, budget justification, financial management, financial execution, and/or budget reforms; AND 3) Experience with leading data analysis and/or data analytics projects Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
