The Executive Director, Medical Cost Strategy and Analytics will report to the Chief Clinical Officer and lead enterprise strategy for managing Part A and emergency department medical costs. This includes developing frameworks for admissions, readmissions, post-acute care, and ED utilization.

This role will collaborate closely with medical economics, analytics, and data science teams to build performance metrics, identify opportunities, and drive innovation. It also involves managing vendor partnerships and working directly with national, regional, and clinic leaders to improve local cost performance.

Additionally, the Executive Director will partner with the Chief Population Health Officer on Part B cost strategies to ensure alignment across the organization. This is a high-impact, fast-paced role requiring strong leadership, analytical acumen, and cross-functional collaboration.

Key Responsibilities:

  • Serve as enterprise lead and accountable executive for Part A medical costs strategy (including admissions, readmissions, post-acute spending), emergency department utilization, and intersection with delegated Utilization Management.

  • Collaborate closely with analytics, reporting, and data science functions to establish and evolve measurement frameworks and performance reporting.

  • Oversee the team that leads a portfolio of initiatives in partnership with medical economics, analytics, and data science:

    • ADK reporting (leading and lagging indicators) including avoidable admissions

    • Readmission rate (leading and lagging indicators)

    • EDK reporting (leading and lagging indicators) including avoidable ED visits

    • Admission, readmission, and ED visit drivers

    • ADK bonus program

    • Risk stratification

    • Other admission prevention initiatives as assigned

  • Lead and develop the team that partners with regional and clinic-based leaders to improve local performance in medical cost operations and outcomes.

  • Partner with corporate and P&L leaders to identify and pursue performance improvement opportunities, contribute to new care model program design, etc.

  • Convene and collaborate across central teams, field, and CVS leaders to ensure effective implementation of clinical and business priorities.

  • Serve as a member of the Chief Clinical Officer’s leadership team, working across functional areas to drive clinical and financial results.

  • Ensure accountability to key medical management metrics, including quality, utilization, and financial outcomes.

Qualifications:

The candidate will have a strong work ethic, be a self-starter, and be able to be highly productive in a dynamic, collaborative environment. This position offers broad exposure to all aspects of the company’s business, as well as significant interaction with all the business leaders. The candidate will be expected to have the following key attributes:

  • 15+ years of applicable experience in healthcare / population health / working with healthcare providers; or other similar fields.

  • Background in management consulting or equivalent strategic experience.

  • Strong leadership skills with the ability to inspire, build trust, and influence diverse stakeholders.

  • Incredible level of organization and detail orientation.

  • Analytical and data savvy. Ability to develop business cases, ROI analysis, and financial analysis.

  • Proven ability to connect the dots across teams and initiatives, proactively communicating how individual projects align with broader organizational goals.

  • Proficiency in Microsoft Office Suite, Google Workspace, and project management tools.

  • Demonstrates a pleasantly persistent approach to problem-solving and collaboration.

  • Brings a humble, team-oriented mindset to every interaction.

  • Quick to learn and thrive in environments with high levels of ambiguity and change.

Pay Range

The typical pay range for this role is:

$131,500.00 - $303,195.00


This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls.  The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors.  This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.  This position also includes an award target in the company’s equity award program.
