General Summary: 
This position reports functionally to the President and administratively to the First Vice President.
The Executive/Senior Vice President (E/SVP), Supervision, Regulation and Credit Division (SRC or Division), is primarily responsible for operational oversight and leadership of all bank supervisory activities within the Sixth District. The E/SVP leads the Division by determining short-term and long-term strategic goals while effectively executing supervisory programs consistent with Federal Reserve System requirements and that are responsive to changing banking and market conditions. Additionally, the E/SVP provides insights into banking conditions and other related matters that may impact monetary policy deliberations, serves as the primary representative for District constituents on supervisory related matters, and serves as a member of the Reserve Bank’s Executive Leadership Committee.

Primary Duties and Responsibilities:

  • Lead the supervision of domestic and international banks, within the Sixth District of the Federal Reserve System, including state-chartered member banks, financial and bank holding companies, foreign banking organizations and designated technology service providers.  
  • Creates a strategic direction for the Division that is responsive to changes in the marketplace and integrates with and is supportive of both the Reserve Bank’s strategic plan as well as the System’s Supervision strategy.
  • Monitors bank and broader market conditions, interprets signals of material change and articulates perspectives for FOMC preparation and other policy initiatives.
  • Responsible for oversight of extensions of credit through the discount window, related functions such as collateral policies and the assessment and monitoring of credit risk from the Bank’s counterparties. 
  • Models’ authentic leadership, understands and personalizes the business value of equitable inclusion, and communicates the value to all audiences.
  • Implement processes that align business activities with the desired Reserve Bank culture tenants of people positive, inclusive and impact driven.
  • Engages in critical judgement and decision-making and influences policy direction with peers and senior officials throughout the Federal Reserve System, Board of Governors, and other supervisory and regulatory agencies.
  • Accountable for key external relationships in the bank supervisory discipline and communicating current supervisory initiatives and guidance to diverse constituents.
  • Effectively leads and manages a team of over 350 people according to budget and policy guidelines.
  • Looks to the future and builds a long-term succession plan for all key roles; recommends and facilitates developmental activities and assignments. 
  • Serves on the Sixth District Executive Leadership Committee that contributes to the establishment of District strategy, policies, procedures, and goals.
  • Serves on System supervision governance committees that inform System supervisory strategies and ensure effective and efficient supervisory outcomes in alignment with the priorities of the Vice Chair of Supervision.
  • Foster innovative approaches in both supervision and operations to promote forward-thinking and new solutions.

Requirements:

  • 15 or more years of professional experience including at least 10 years of leadership at a senior level.
  • Eligibility to work in the United States and the ability to pass an enhanced background screening.
  • Deep knowledge of the regulatory framework governing the safety and soundness of banks, as well as consumer and community-oriented laws and regulations, with demonstrated experience applying this expertise in supervisory or policy roles.
  • Strong background in banking and/or bank supervisory policy and implementation; Examiner commission preferred but not required.
  • Demonstrated learning agility that resulted in effective decision making within a complex environment.
  • Ability to drive change, generate innovative solutions to address change, be flexible, and pivot to competing priorities at any given time.
  • Proven record of excellent business judgment and acumen.
  • Strong oral and written communication skills that effectively reach all levels of the organization.

Ethics Considerations and Prohibited Activities

Bank employees are subject to federal criminal statutes that prohibit financial conflicts of interest (e.g., an employee cannot work on any matter in which they or certain employee-affiliated parties have a financial interest).  In addition, the Bank’s code of conduct generally prohibits activities such as:

  • Outside activities that are inconsistent with the employee’s duties and responsibilities, e.g., holding a position as a director of a publicly traded company
  • Certain partisan political activities, such as fundraising or holding partisan elected office.

The Bank's ethics rules generally prohibit employees, their spouses/domestic partners, and minor children from owning securities, such as stock, of banks or savings associations or their affiliates, such as bank holding companies and savings and loan holding companies. Employees in Supervision and Regulation must ensure there are no conflicts of interest related to their previous employment and current financial interests. These employees may be subject to borrowing and deposit restrictions and may need to recuse themselves from certain supervisory work.

Due to the nature of access to sensitive information all final offers are subject to the clearance of an enhanced background check.  Including FBI fingerprint/ criminal background and Patriot Act/ Office of Foreign Assets Control watch lists at least once every five years.
