Job Description
Position Title: Environmental Field Liaison
Department: Environmental Programs
Division: 9
Reports to: Environmental Program Manager
FLSA Status: Exempt
Location: 2800 S 32nd Street, Muskogee
The primary responsibility of the Environmental Field Liaison is to perform regular inspections of active construction and maintenance projects or facilities in their assigned Field District(s) to ensure that project environmental commitments are being properly implemented. This will include but is not limited to, storm water pollution prevention plans, commitments for federally listed species, environmental avoidance or mitigation areas and wetlands.
The Field Liaison will also coordinate with ODOT Central office project managers, environmental leads, utility relocation liaisons and engineering design personnel regarding environmental issues during project and plan development. (prior to construction)
This position requires a general understanding of environmental commitments and constraints for the associated Field District, though a strong background in construction operations may be substituted.
Perform Inspections:
Based upon priority (high profile/ higher risk projects should be visited more frequently – preferably bimonthly) inspect active construction or maintenance projects for environmental compliance.
• Perform monthly inspections of projects to ensure compliance with specifications, contract, and plans as
it relates to environmental commitments.
• Provide findings and recommendations to the Resident Engineer before leaving the site.
• Promote consistency/ uniformity across assigned areas with respect to contract interpretation/enforcement
• Attend all Environmental Division site visits (404 compliance inspections, biological monitoring visits, non-compliance/complaint investigations, facility inspections, maintenance coordination visits, etc.).
• Provide advice, assistance, and offer solutions to project team members
• Maintain Specifications as it relates to environmental commitments
Coordinate:
• Advise Central Office of recurring field issues needing plan/ specification revisions as it relates to environmental commitments
• Coordinate solutions between Project Managers/Designers and others as necessary.
• Develop or participate in development of solutions to various environmental related issues
• Submit brief summaries of project visits with observations and recommendations weekly.
• Communicate with other Field District Environmental Liaisons. Notify them of recurring issues, problems on one of their projects, etc.
Monitors and Responds to Environmental & Regulatory Issues:
• Keep abreast of changes of local, state, and federal environmental laws and regulations as they pertain to assigned Field District.
Field District
Participate in Preconstruction Project Meetings and Plan Reviews:
• Participate in Preliminary Field Plan Review and Final Field Plan Reviews – look for any environmental related problems or errors in the plans.
• Attend field plan reviews – walk through the site to look for mistakes or missing items on the plans (unlabeled wetlands/ state waters, exposed rock that will prevent grassing, etc.)
• Adequately document via photographs site conditions prior to the commencement of construction or maintenance activities.
Submit Semi-Annual Summary:
On a semi-annual basis coordinate with the other Field District Environmental Liaisons to generate a list of Statewide common findings and lessons learned to assist in continued design improvements and guidance updates.
Knowledge, Skills, and Abilities required at this level include knowledge of the principles and practices of environmental quality and sanitation; of biological, microbiological, radiological and chemical analysis; of environmental problems; of sample collection; of laboratory methodologies; of complaint investigations; of the survey and inspection of environmental and sanitary conditions; of consumer protection; of epidemiology; of water and air quality regulations; of hydrological and geological survey methods; and of the principles of ground and surface water geology and hydrology.
Ability is required to operate and maintain monitoring and detection equipment; to establish and maintain professional working relationships with others; to write technical reports; to collect samples; to apply research methodologies; to read and interpret plans and specifications of proposed facilities; to communicate effectively, both orally and in writing; and to establish and maintain effective working relationships with others.

Education and Experience requirements at this level consist of a bachelor’s degree with at least 24 semester hours in a physical, natural, biological, geological or hydrological science, engineering, environmental science, environmental health, geography, anthropology, archeology, sociology, or related field AND 0 years of qualifying professional experience OR a master’s degree in a physical, natural, biological, geological, or hydrological science, engineering, environmental science, environmental health, geography, anthropology, archeology, sociology, or related field AND 0 years of professional experience in one or more of the above areas OR an equivalent combination of education and experience, substituting one year of planning, supervising, or performing technical or professional level transportation work for each year of the required education.
Note: Experience should include transportation-related work in at least one of the following areas: research, planning and design, environmental studies, utilities or property appraisals, inspections, surveys, investigations, construction, maintenance, or project management or ensuring compliance with environmental laws.
Level II

Level IV
Education and Experience requirements at this level consist of a bachelor’s degree with at least 24 semester hours in a physical, natural, biological, geological or hydrological science, engineering, environmental science, environmental health, geography, anthropology, archeology, sociology, or related field AND 4 years of qualifying professional experience OR a master’s degree in a physical, natural, biological, geological, or hydrological science, engineering, environmental science, environmental health, geography, anthropology, archeology, sociology, or related field AND 3 years of professional experience in one or more of the above areas OR an equivalent combination of education and experience, substituting one year of planning, supervising, or performing technical or professional level transportation work for each year of the required education.

The Environmental Field Liaison will be stationed in the assigned Field District(s) but will report to the Environmental Clean Water Program lead in the Central Office in Oklahoma City. The Field District and Clean Water Program will jointly assign projects requiring inspection, meetings requiring environmental participation, etc.

Applicants should be familiar with the Environmental Protection Agency (EPA)/Oklahoma Department of Environmental Quality (ODEQ) water quality regulations, Section 401 and Section 404 of the Clean Water Act, the Endangered Species Act, Migratory Bird Treaty Act, Bald Eagle and Golden Eagle Protection Act and ODOT Standard Specifications. Initial responsibilities and duties will be primarily focused on storm water and will be expanded to include other environmental disciplines as the qualified candidate gains knowledge and experience.
