Job Summary: The Director, Program Analysis and Financial Management, provides full-spectrum global mobility solutions to the Department of War. As a key member of the command's senior leadership team, the incumbent directs the development and execution of the command's multi-billion dollar budget, shaping strategic goals, and ensuring the effective allocation of resources to support critical national security objectives.

Major Duties:

  • U.S. Transportation Command (USTRANSCOM) offers a unique opportunity for a current DoW Senior Executive to lead its Program Analysis and Financial Management directorate. This critical leadership position offers the opportunity to shape the future of global transportation and logistics in support of national security objectives. As the Director, you will be responsible for: Strategic Financial Leadership: Direct the development and execution of USTRANSCOM's $13.5B+ annual Transportation Working Capital Fund (TWCF) and appropriated budgets, shaping strategic goals and ensuring funding for critical air, land, and sea transportation initiatives through the PPBE cycle. Serve as the primary advisor to the USTRANSCOM Commander on resource streamlining and efficiency improvements. DoW Budgetary Advocate: Champion USTRANSCOM's resource priorities within the Services' Program Objective Memorandum (POM) process. Develop the command POM and out-year financial documents as it relates to the TWCF and appropriated budgets, advocating for the command's position at DoW budget hearings and other high-level forums. Fiscal Governance & Compliance: Lead USTRANSCOM's fiscal Corporate Governance Process, establishing cost-benefit analysis priorities for future capital investments. Oversee the yearly Agency Financial Report and Financial Statement Audit, ensuring compliance with FMFIA, FFMIA, GAO standards, and OMB Circular A-123. Congressional Liaison & Strategic Communicator: Direct the development of the command's strategic position for congressional testimony. Prepare the USTRANSCOM Commander for high-level appearances/meetings and coordinate with congressional members and senior staff. Manage formal reclamas to OSW budget and program decisions. Team Building & Talent Development: Lead a diverse team of financial management professionals, fostering collaborative relationships and providing mentoring to sustain a highly productive workforce. Establish standards for professional and technical quality, ensuring career development opportunities for assigned personnel.
