Mandatory Reference Checking Scheme (“MRC”) for Hong Kong
The Mandatory Reference Checking Scheme is a framework to facilitate Authorized Institutions (“AIs”) to bilaterally obtain reference information during their recruitment process for certain positions, such that misconduct information in an individual’s previous employments can be provided to AIs to inform their employment decisions.

Transformation
• Drive CCG & OPG to establish governance & transformation framework
• Drive Digital Transformation strategy, roadmap to shape the future business and operation
• Inspire OPG & CCG by working closely with business owners to deliver end to end product / services
• Act as a leader and advocate to influence peers for collaboration within the transformation program / project across internal / external partners and stakeholders
• Collaborate with cross functional business management to drive and experiment use of FinTech / RegTech products
• Lead the team in managing, reviewing and maintaining the transformation programs / projects related to CCG & OPG to meet up the regulatory requirements and business needs
• Drive the taskforce to support the Bank’s strategic direction such as FinTech / RegTech transformation for cost and operational efficiency, standardization and business growth
• Ensure vendor solutions are evaluated and reviewed and fit the purpose.
• Manage relevant examination and/or review being conducted by regulators, external consultants, external or internal auditors and ensure relevant outstanding regulatory issues or findings being closed/handled in timely and properly manner
• Drive the budgeting and financial exercise of transformation in CCG & OPG
• Promote agile & data-driven transformation cultural to CCG & OPG members.
• Take up other assignments from time to time directed by the CCOO and senior management
Governance
Oversee the Governance team to provide support on the following:
• Support CCOO in coordinating respective governance/ committee meetings chaired by CCOO and other bank-wide governance/ committee meetings when necessary (e.g. CRMC);
• Support CCOO in analyzing and escalating CCG and OPG related matters including overseas branches and subsidiaries to CCOO attention;
• Handle regulatory visit/ inspection/ ad-hoc enquires with home regulators/authorities of CNCBI (e.g. HKMA, SFC, ICAC, etc) in relation to its overseas branches and subsidiaries;
• Work closely with CCG teams (includes overseas branches and subsidiaries) responding to routine visits, internal and external audits and other enquiries linked to compliance, legal and operational issues of CNCBI and its overseas branches and subsidiaries respectively
• Keeping abreast of regulatory changes, new regulations and internal policy changes in order to further identify new key risk areas with CCG teams
Internal Controls
• Promulgate a positive risk culture and driving the implementation of risk governance framework and other risk and control initiatives within CCG
• Participate to identify, measure, mitigate, control and monitor operational risk; and ensure the effective implementation of risk and control related initiatives, policies and tools as directed by CCG
• Overseeing the management of risk and control matters in accordance with bank-wide framework and ensure compliance with relevant Bank standards, statutory and regulatory requirement
Group (CNCB) Support
• Interact and work closely with CCG teams in responding to requests from Group
• Maintain good relationship with Group and support Group initiatives
Overseas Support
• Liaise with Group in coordination of its local regulator’s visit/inspection/ad-hoc enquires relating to CNCBI and its overseas branches and/or subsidiaries respectively
• Partner with CCG teams and Head Office’s management team (e.g. Overseas Branch Management) to support the rollout of internal and external requirements, new regulations and other relevant initiatives (e.g. training, policies & procedures, etc) within overseas branches and subsidiaries of CNCBI
Requirements:
Degree holder in business or information technology or related disciplines
Minimum 12 years banking or compliance experience including at least 3 years’ management experience in compliance area in a sizable international financial institution and/or regulatory bodies
Good knowledge of statutory and regulatory requirements relevant to banking, brokerage, fund house and/or insurance industries in Hong Kong and/or overseas
Strong knowledge in project management will be an advantage
Holder of HKMA ECF Fintech (Core Level) Certificate is preferred
Good command of written and spoken English and Chinese (including Putonghua)
