Context:

Innovation Loans are a unique, non-dilutive finance mechanism enabling the UK’s most innovative businesses to grow and scale. As the programme moves toward a step-change in delivery, this role will ensure growth is targeted, evidence-driven and sustainable, laying the foundations for success in the next Spending Review period.

The postholder will lead this work with a high degree of autonomy, reporting directly to the Chief Investment Officer and through to the Innovate UK Loans Ltd Board on progress, performance, and learning. They will have delegated delivery responsibility for both the marketing and digital workstreams.

Delivery will be supported by a project-based hybrid team drawn from across Reach & Engagement, Digital, and Product colleagues, as well as external partners. The role will be instrumental in establishing the foundations of a potential future permanent business development function for Innovation Loans as the programme scales.

Job Purpose:

This fixed term appointment offers a rare opportunity to shape the next phase of Innovate UK’s Innovation Loans programme — a flagship financial product supporting R&D-intensive SMEs to scale and commercialise innovation.

The successful candidate will lead a business development function focused on strengthening the programme’s market reach, applicant quality, and digital engagement. Working closely with the Chief Investment Officer, Business Connect Reach & Engagement Team, and Digital & Technology colleagues, the role will blend strategic oversight with practical delivery — developing, testing, and embedding scalable approaches grounded in data and user insight.

Key Responsibilities and Accountabilities:

Execute a Targeted Marketing and Engagement Plan

  • Lead the procurement and management of an external marketing agency, working in conjunction with the Business Connect Reach & Engagement Team
  • Deliver a refreshed, evidence-based marketing plan designed to increase the quality (not just quantity) of Innovation Loan applications
  • Reach beyond Innovate UK’s typical community, engaging innovation-led businesses less familiar with government funding routes
  • Avoid driving up volumes of unsuitable applications by refining targeting, messaging, and pre-application guidance

Develop a Digital “Front Door” for Innovation Loans

  • Lead design and delivery of a new digital front end within the government digital estate, working with Innovate UK’s Digital & Technology teams
  • Provide a user-friendly “soft-check” function allowing potential applicants to assess their fit and readiness
  • Integrate a new evidence-based “What Good Looks Like” model, derived from portfolio analysis of previous decisions and outcomes
  • Develop APIs to link into adjacent support systems such as ScaleX, and create a coherent user journey across Innovate UK’s product suite

Codify Referral Pathways and Partnerships

  • Map and formalise structured referral routes from Investor Partners, sister agencies and OGDs (e.g. BBB, DSIT, DBT), and Innovate UK sector and domain teams
  • Define and communicate “what a good referral looks like,” including shared eligibility, quality and readiness indicators
  • Pilot and document a scalable referral model to support growth in 2026–27

By April 2026, Success Will Be

  • A clear and measurable uplift in the conversion rate and quality of applications
  •  A live digital front door in operation, providing soft-check functionality and guidance resources
  • A codified, repeatable referral framework embedded within internal and external networks
  • A robust foundation for scaling Innovation Loans 2–3× in 2026–27, supported by clear data, playbooks and learning loops

Person Specification:

We’re seeking a creative, action-oriented leader who combines curiosity with delivery discipline — someone who thrives on testing and iterating ideas, but grounds decisions in evidence and user insight.

Experience & Qualifications:

Essential –

  • Educated to degree and/or equivalent professional experience (S&I)
  • Proven ability to design and deliver new propositions, from concept to implementation (S&I)
  • Experience leading procurements and partnerships to deliver marketing, engagement or digital projects (S&I)
  • Demonstrated track record in business development, growth or customer acquisition, ideally in financial services, innovation or public-sector programmes (S&I)
  • Strong analytical and decision-making skills, translating insight into practical change Skilled communicator able to influence across complex internal and external networks (S&I)

Travel Requirements:

Field-based: There will a requirement to travel, mostly national, and there is some flexibility in this. Innovate UK staff make extensive use of telepresence tools for meetings to minimise unnecessary travel.
