Job Description:

Are you ready to lead the charge in advancing Modeling and Simulation (M&S) across the FAA’s National Airspace System (NAS)? Parsons is seeking a visionary Chief Modeler to lead a team of modelers in developing and executing simulations that evaluate system performance, operational scenarios, and lifecycle impacts across the BNATCS workstreams, including Communication, Surveillance, Automation, and Facilities.

In this role, you will oversee the creation of high-fidelity models and simulations to support critical decision-making for FAA systems. You will ensure consistency, quality, and traceability across all modeling efforts while driving innovation in simulation methodologies. Duties & Responsibilities:

  • Leadership & Team Management - Lead a team of modelers across BNATCS workstreams, including Communication, Surveillance, Automation, and Facilities. Provide technical guidance, mentorship, and oversight to ensure consistent modeling quality and alignment with FAA requirements. Develop and execute a strategic roadmap for Modeling and Simulation (M&S) activities across the program.

  • Model Development & Execution - Oversee the creation of high-fidelity models to simulate NAS systems, including Communication (Telco, VoIP), Surveillance (ASR-11, ADS-B, SAI), Automation (ERAM, STARS, TFMS), and Facilities (BIM). Ensure models incorporate key system behaviors, interfaces, and constraints, including latency, availability, scalability, and cybersecurity risks. Develop Interface Control Documents (ICDs) and define data schemas, message sets, and performance budgets for modeled systems.

  • Simulation Execution - Lead the development and execution of simulations to test operational scenarios, stress conditions, and fault tolerance across NAS systems. Perform trade studies to evaluate design alternatives and optimize system performance, reliability, and lifecycle costs. Ensure simulation outputs are calibrated to lab data from FAA facilities, including the William J. Hughes Technical Center (WJHTC).

  • Analysis & Decision Support - Analyze simulation results to provide actionable insights for system design, operational planning, and lifecycle management. Develop statistical models and Monte Carlo simulations to assess system reliability, scalability, and risk mitigation strategies. Present findings to FAA stakeholders and support decision-making processes with data-driven recommendations.

  • Digital Thread Integration - Ensure models are integrated with requirements management tools (DOORS/Jama), test repositories, and verification evidence. Establish traceability across models, simulations, and FAA lifecycle artifacts to support gated reviews and certification processes.

  • Drive innovation in modeling methodologies, simulation tools, and automation workflows.

  • Develop modeling patterns, libraries, and scripts to improve efficiency and scalability of M&S activities.

Required Skills:

  • Bachelor’s Degree in Systems, Electrical, Computer, Mechanical Engineering, or related discipline; Master’s Degree preferred.

  • 15+ years of experience overall. 10+ years of experience in Modeling and Simulation (M&S) for mission-critical systems.

  • 5+ years of leadership experience managing teams of modelers or engineers.

  • US Persons required

  • Proven delivery of simulation outputs for gated reviews and lifecycle decision-making.

  • Domain experience in FAA/NAS systems, including Communication, Surveillance, Automation, and Facilities.

  • Familiarity with FAA Systems Engineering Manual (SEM), AMS phases (Concept & Requirements, Investment Analysis, Solution Implementation, In-Service Management), and typical JRC evidence.

  • Safety analysis tooling (e.g., FTA/FMEA tools) and/or STPA experience.

  • Modeling automation (e.g., Java/Groovy for Cameo, Python for model/report generation); OSLC, OpenMBEE, or ModelCenter pipelines.

  • Experience with IV&V, model based testing, simulation (e.g., MATLAB/Simulink), and performance modeling.

Desired Certifications:

  • INCOSE CSEP/ESEP, OMG certifications (OCUP/OCSMP), or PMI/SAFe credentials.

Salary Range: $144,800.00 - $260,600.00
