The 2028 Games mark the return of the Summer Games to the U.S. for the first time in 32 years and Los Angeles’ third time hosting an Olympic Games and first time welcoming the Paralympic Games. C3 Lead
The Senior Director, C3, reporting to the Head of Operational Planning, is responsible for establishing the C3 (Communication, Command and Coordination) framework for the LA28 Olympic and Paralympic Games. In the context of the Games, C3 is the operating framework of the LA28 Organizing Committee and its delivery partners during Games operations. The term delivery partners refers to all the partner organizations that are a part of delivering the Games, including local and state agencies, contractors and service providers. C3 will involve establishing the framework and systems by which 100+ Games operational sites will connect and share information during the Games.
As the C3 Lead, this role will oversee:
- Operational framework and structures: lead the establishment of how LA28 and its delivery partners will be organized and structured for Games-time operations
- Information-sharing: define what and how information will be shared across the Games delivery ecosystem (100+ operational sites across different municipalities and regions). This will include overseeing and managing information sharing systems.
- Decision-making: defining authority and processes for decision making at the operational, tactical and strategic levels.
- Issue resolution: defining the process and systems for issue resolution during Games operations.
- Situation response: defining the process for managing and responding to incidents and exceptional situations.
- C3 Transition: facilitating the phased transition of LA28 from pre-Games governance and reporting structures to the Games-time C3 framework.
- C3 team: establish and lead a team of 2-3 people to support the design and implementation of the C3 framework.
- Main Operations Center (MOC): During the Games, form part of the team running the MOC, the central hub for Games-time operations that is connected to all competition and non-competition venues, and partner operations centers
Key Responsibilities:
Design the operational framework and structures:
- Design and implement an organizational blueprint for Games-time communication, command and control, integrating input from delivery partners.
- Define roles, responsibilities, and reporting lines across LA28 and partners to ensure operational clarity and effectiveness.
- Develop standard operating procedures for internal and inter-agency coordination during Games operations.
- Facilitate alignment workshops to ensure all stakeholders understand and adopt the framework.
Define information-sharing processes:
- Identify critical information flows and touchpoints within the Games delivery ecosystem.
- Define protocols for timely, accurate, and secure information-sharing between LA28 and delivery partners.
- Select, implement, and oversee digital information systems for real-time operations management (e.g., dashboards, issue management system).
- Create documentation and training materials to support ensure information-sharing standards are understood and followed.
Define decision-making processes
- Map out decision-making authority for key operational domains, establishing escalation paths and criteria.
- Develop decision matrices and criteria for routine and urgent Games-time decisions.
- Facilitate cross-organization alignment on decision-making protocols and ensure buy-in from all partners.
- Document and communicate decision processes and outcomes, serving as a central reference for the organization.
Define issue resolution and situation response processes
- Design and implement standardized issue escalation and resolution processes.
- Define incident and exceptional situation response protocols for potential scenarios, of varying magnitude.
Facilitate the transition to/adoption of the C3 framework
- Develop phased transition plans from pre-Games governance to the Games-time C3 model.
- Communicate transition timelines and expectations to all Functional Areas (FAs) and delivery partners.
- Monitor transition progress, identifying and mitigating risks or delays.
- Provide necessary training and support during the transition.
Establish a C3 team
- Recruit, onboard, and manage 2-3 direct reports to form the core C3 support team.
- Delegate project work related to framework design and implementation, providing mentorship and guidance.
- Foster a culture of continuous improvement, adaptability, and collaboration.
- Conduct regular performance reviews and feedback sessions to develop team capability.
Background & Requirements:
- Minimum of 10+ years in major events or complex operational environments requiring the setup of command centers at a large scale.
- Demonstrated experience engaging broad stakeholder groups and achieving cross-functional alignment.
- Proven ability to manage multiple priorities and deliver results within tight timelines

Physical Requirements and Working Conditions:
- Available to work onsite in our Downtown Los Angeles-based office
- Majority of the work will be conducted in an office setting, requiring extended periods of time using computers, phones, and other office equipment
- Ability to travel occasionally to different venues across the Los Angeles region and possibly outside the Greater Los Angeles region.
- The LA28 office is an open floorplan working environment; employees must be able to work efficiently in an open cubicle environment
The annual base salary range for this position is $145,000.00 - $190,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
