Job Description:

The Oregon Department of Early Learning and Care is excited to announce a permanent opening for a Birth Through Five (BTF) & Tribal Nations Grants Management Specialist (Program Analyst 2). Work closely with Tribal Nations and program partners to ensure funding is accessible, equitable, and culturally aligned. This position will work a hybrid schedule of working both in the office and at an alternate location (home). In office work takes place at our Salem office and is anticipated as once per quarter, or as needed for meetings.

We administer state-funded early learning programs, including home visiting and site-based infant, toddler, and preschool services. We also develop coordinated systems through Early Learning Hubs and collaborate with Child Care Resource and Referral organizations to provide training, coaching, and quality improvement opportunities for early learning providers.

What you will do: 

This position supports the fiscal and administrative side of Early Learning grants, including Tribal Nation agreements and the Birth to Five grant. The role develops and tracks budgets, monitors grant funding, reviews financial reports, and ensures grant applications and fiscal documents are accurate and timely. It also reviews audits and financial statements, performs state and federal fiscal analysis, and maintains grant tracking systems. A key focus of the role is working closely with Tribal Nations to make grant processes culturally responsive, reduce barriers to funding, and align timelines and reporting with Tribal needs. The specialist collaborates with program staff, budget and procurement teams, and other partners to improve grant processes, provide technical assistance, and support contractors and grantees in managing funds effectively.

 

What we are looking for (minimum qualifications): 

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Accounting, or related degree; and two years experience coordinating or administering a program. OR; 

  • Any combination of experience or education equivalent to five years of experience coordinating or administering a program. 

In addition, we are looking for applicants that have the following Desired Attributes (requested skills): 

  • Strong understanding of Tribal sovereignty, self-determination, and government-to-government relations, including experience partnering respectfully with Tribal Nations and honoring cultural and political protocols. 

  • Experience collaborating with Tribal governments or culturally specific communities, with a demonstrated commitment to equity, cultural responsiveness, and removing systemic barriers to funding access. 

  • Advanced fiscal and budget management skills, including experience developing, monitoring, and analyzing budgets, expenditures, and funding distribution models to support program and policy decisions. 

  • Strong analytical and compliance review skills, including experience reviewing applications, contracts, or financial documents for completeness, accuracy, regulatory compliance, and funding eligibility. 

  • Ability to interpret and explain complex rules, policies, and funding requirements, with skill in tailoring communication to diverse audiences and providing clear, culturally respectful technical assistance. 

  • Experience analyzing financial and program data to identify trends, risks, and improvement opportunities, and ability to translate findings into actionable recommendations or process improvements. 

  • Skilled in building and maintaining collaborative partnerships, including working across teams, engaging with external partners, and supporting shared goals through trainings, meetings, and coordinated communication.
