The Oregon Department of Early Learning and Care is excited to announce a permanent opening for two Background Specialists (Administrative Specialist 1) positions.

This position will work a hybrid schedule of working both in the office and at an alternate location (home). In office work is anticipated two times per month, or as needed.

What you will do:

As a Background Specialist, you will conduct and evaluate criminal and protective service background checks for individuals applying to the Central Background Registry (CBR). The CBR is Oregon's system for ensuring individuals are approved to work in child care facilities. This involves gathering and analyzing information from law enforcement, courts, and other agencies; verifying records; resolving discrepancies; and determining eligibility based on Oregon law. You’ll communicate results to applicants, request FBI fingerprinting when needed, draft official correspondence, and maintain accurate data in the licensing system.

What we are looking for (minimum qualifications):

  • Two years of secretarial or basic administrative support experience that includes records processing, generating documents, and gathering and sorting data; OR
  • An associate degree in general office occupations and one year of experience with records processing, generating documents, and gathering and sorting data; OR
  • An equivalent combination of education and experience.

In addition, we are looking for applicants that have the following Desired Attributes (requested skills):

  • Experience working as the first point of contact for customer questions via phone and email; demonstrated tact and diplomacy with internal and external customers who may be frustrated, angry or hostile.
  • Skilled in reading, interpreting, and explaining laws, rules, policies, and procedures clearly to diverse individuals with varying communication styles and levels of understanding.
  • Skilled in researching information and making independent judgments and decisions fairly and objectively concerning a course of action to be taken.
  • Experience reviewing forms for completeness and program eligibility.
  • Demonstrates professional and effective communication skills, both verbally and in writing.
  • Collaborative and supportive team player. Demonstrates strong interpersonal skills, willingly shares information, works cooperatively with others, and actively contributes to the success of the team.
  • Ability to manage and adapt to competing deadlines and responsibilities, while maintaining ongoing tasks.
  • Demonstrated critical thinking skills, attention to detail, time management and organizational skills.
  • Experience working with confidential and highly sensitive materials.

This position is subject to both a Child Protective Services and Criminal Justice Information Systems (CJIS) check, including FBI fingerprinting, and will be required to enroll in the Central Background Registry. Both of these checks must be completed and approved prior to starting with the agency. The results can take 1-3 weeks to get back. Adverse background data will be grounds for immediate disqualification.
