ROLE SUMMARY:

Drives the development and implementation of USAA's policy agenda in alignment with the organization's core Advocacy Pillars: Meaningful Careers, Financial Security, and Well-being. This leader fosters strategic alliances with government entities, non-governmental organizations, and industry groups to build consensus, influence policy, and advance USAA's strategic objectives.  Contributes to the development and execution of USAA's military advocacy strategy, working collaboratively with internal and external partners to advance USAA's interests and improve the quality of life for the military community. Focus is on achieving impactful results, contributing to USAA's position as a leading advocate for service members, veterans, and their families.

WHAT YOU WILL DO:

  • Responsible for the strategy development and implementation of USAA's policy agenda, focusing on federal and local policy initiatives that support the organization's Advocacy Pillars.

  • Build, maintain, and expand positive relationships with key partners within the DoW, relevant Congressional committees such as VA, HASC, SASC, HVAC, and SVAC, including senior officials, committee staff, and other relevant personnel, as well as leaders of key alliance partners.

  • Builds and cultivates strategic relationships with non-governmental partners (e.g., AUSA, MOAA, HOH, Wounded Warrior Project, The American Legion, VFW, Disabled American Veterans) to build consensus, identify shared priorities, and gain influence to drive policy changes that benefit USAA members and the military/veteran community.

  • Develops and maintains productive relationships with key government partners in the DoW, VA, and Department of Labor to advance USAA's advocacy agenda, secure funding for critical initiatives, and promote collaboration on shared priorities.

  • Contributes to the development and execution of USAA's military advocacy strategy, working collaboratively with internal and external partners to advance USAA's interests and improve the quality of life for the military community.

  • Leads grant programs, sponsorships, and other forms of financial support for non-governmental partners, ensuring alignment with USAA's strategic objectives and compliance with all applicable regulations.

  • Coordinates closely with the Government Relations team and the Corporate Impact team to ensure alignment of policy strategies and effective communication of USAA's positions.

  • Monitors legislative and regulatory developments at the federal, state, and local levels, identifying opportunities and challenges for USAA and its members, and developing strategy to action and influence accordingly.

  • Prepares policy briefings, testimony for legislative hearings, and other materials to advance USAA's policy positions and influence decision-making.

  • Represents USAA at industry conferences, government forums, and other events to promote the organization's policy agenda and build relationships with key partners.

  • Leads the Policy and Alliances departmental budget, ensuring responsible allocation of resources and achievement of strategic objectives. Identifies opportunities and facilitates major improvements to processes and systems.

  • Ensures risks associated with business activities are optimally identified, measured, supervised, and controlled in accordance with risk and compliance policies and procedures.

  • Collaborates with key clients and partners enterprise-wide, influencing decisions to achieve USAA’s strategic goals.

  • Builds and supervises a team of employees, fostering a high-performance culture, for assigned functional area through ongoing execution of recruiting, development, retention, coaching and support, performance management, and managerial activities.

Minimum Education:

  • Bachelor’s degree: OR 4 years of related experience, in addition to the minimum years of experience required, may be substituted in lieu of degree.

Minimum Experience:

  • 10+ years of dynamic related experience in government relations, policy development, strategic alliances, or a related field, with a focus on military affairs or veterans' issues.

  • 6+ years of people leadership experience in building, managing, and developing high-performing teams.

  • Experience collaborating with key resources, government officials and partners, influencing political decisions and strategy, and supervising work to achieve strategic goals.

  • Executive-level business acuity in the areas of government relations, policy development, and strategic alliances.

  • Validated ability to work with government officials, including senior administration officials, members of state legislatures and state agency officials.

  • Consistent track record of working with and earning the trust and confidence of high-profile government leaders and serving as a trusted advisor/counselor.

  • Strong understanding of the unique needs and challenges of the military community and a passion for advocating on their behalf.

  • Experience in leading budgets, grant programs, or other forms of financial support.

What Sets you Apart:

  • Military-affiliated, ideally a recently separated veteran (less than 5 years)

  • Retired GOFO

  • Advanced Degree: JD, MPP, MBA, LLM, and/or master’s in public relations

  • Experience serving in the Pentagon on the E-Ring

  • Joint Service experience to include completion of CAPSTONE

  • Service with the Veterans Administration or the Department of War

  • Strong record for building cohesive teams and collaborating to establish a team of teams

Total Compensation range: The comp range for this position is: $195,230 - $351,410.

Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position.

 

Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.

Long Term Incentive Plan: Cash payment for Executive level roles only, representing a cash payment which is both time and performance based.
