Function: Pricing, Reimbursement & Access (PRA)

Role Summary:

The HTA Manager – META is responsible for developing and executing health economic strategies that support the value proposition of Lilly’s medicines across the META region to accelerate patient access to innovative medicines. This role plays a critical part in preparing robust Health Technology Assessment (HTA) submissions, adapting global economic models to local payer environments, and supporting pricing and reimbursement strategies. The HTA Manager will work cross-functionally to ensure that clinical, economic, and patient-reported outcomes are translated into compelling evidence packages that meet the evolving expectations of health authorities and payers in the region.

Key Responsibilities:

HTA Strategy & Execution:

  • Develop and implement HTA strategies for Lilly’s pipeline and in-market products across META, aligned with regional access priorities.
  • Adapt global health economic models (e.g., cost-effectiveness, budget impact) to reflect local epidemiology, healthcare systems, and payer requirements.
  • Lead the preparation of HTA submissions and value dossiers for pricing and reimbursement negotiations.

Evidence Generation & Value Communication:

  • Translate clinical, economic, and patient-reported outcomes into clear, impactful value propositions tailored to payer audiences.
  • Collaborate with global and regional VEO (Value, Evidence & Outcomes) teams to ensure deliverables meet local HTA standards.
  • Support real-world evidence planning and integration into HTA strategies.

Stakeholder Engagement:

  • Represent Lilly’s health economic case in discussions with external experts, HTA bodies, and payer stakeholders.
  • Identify areas of opportunities for collaborations with external stakeholders to shape HTA.
  • Respond to post-submission queries and provide technical support during negotiations.
  • Monitor competitor HTA submissions and market trends to inform strategy.

Cross-Functional Collaboration:

  • Partner with PRA, medical, regulatory, marketing, and affiliate teams to align HTA efforts with brand and access strategies.
  • Provide health economics input into brand planning, launch readiness, and strategic customer engagement.
  • Support internal capability building and knowledge sharing across affiliates.

Governance & Environmental Awareness:

  • Maintain awareness of HTA developments, methodologies, and policy changes across META markets.
  • Provide strategic recommendations to adapt internal processes and ensure compliance with local regulations.
  • Contribute to thought leader mapping and strategic planning for payer engagement.

Vendor Management:

  • Map and identify the right external HTA vendors to support evidence generation and submissions.
  • Lead onboarding and contracting processes in collaboration with procurement and compliance teams.
  • Own the relationship and governance with vendors to ensure quality, timeliness, and adherence to Lilly standards.

Qualifications:

Education:

  • Advanced degree in Health Economics, Pharmacy, Public Health, Biostatistics, or related field
  • MSc, MPH, or PhD in Health Economics or Pharmacoeconomics preferred

Experience:

  • Minimum 3+ years in health economics, HTA, market access, or outcomes research within pharma or healthcare consulting
  • Experience preparing HTA submissions and economic models
  • Familiarity with payer systems and health policy environments in META markets
  • Experience in multiple therapeutic areas or ability to adapt quickly to new ones
  • Hands-on experience with product launches and reimbursement processes (e.g., NRDL or equivalent)

  • Proficiency in Excel, modeling software, and data visualization tools
  • Fluent in English; Arabic or Turkish is a plus

Additional Requirements:

  • Based in Dubai or Riyadh with occasional travel across META region
