A Glimpse of the Job
The Assistant Director and Utilities Safety and Environmental Compliance Officer is responsible for developing a comprehensive safety and environmental compliance program for the multi-faceted UES department. Responsibilities include identifying potential hazards and defining mitigation strategies, developing and reporting key performance indicators, documenting and communicating safety guidelines, and ensuring compliance with applicable federal and state environmental regulations. Actively and effectively engage with UES personnel and others as needed to recognize and coach personnel on safe behaviors and environmental compliance. Serves as an integral part of the UES leadership team and will be housed within their facility.
Essential Duties/Tasks
HAZARD IDENTIFICATION AND MITIGATION
Manages and oversees a comprehensive safety program for UES department
Develops a comprehensive approach to identify hazards within the utility production and distribution facility
Defines and implements mitigation and monitoring strategies for identified hazards
Documents procedures necessary for safe work activities
Develops and conducts training necessary to reinforce safe work performance
Engages with UES employees to improve human performance as it relates to safety and environmental compliance
Ensures contractors understand their obligations to safe work practices and environmental compliance
Drives a University vehicle as needed
SUPERVISION
Provides guidance and oversight to the EHS Specialists, and direct student workers in areas of responsibility
Attends contractor and service provider briefings to convey UES safety policies that impact their activities
REPORT KEY PERFORMANCE INDICATORS
Identifies and reports meaningful KPIs to reflect safety and health initiatives
Identifies and reports meaningful KPIs to reflect environmental compliance
Reports KPIs to UES Executive Leadership Team and EHS
ENVIRONMENTAL COMPLIANCE
Monitors UES environmental compliance program to ensure it meets local, state, and federal requirements, using resources available within UES and EHS

Education and Experience
Bachelor’s degree in related field or equivalent combination of education and experience
Twelve (12) years in increasingly responsible management position in a utilities safety organization, to include at least 5 years of supervisory duties
Preferred Qualifications
Board certification as a Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH)
Master's degree in Environmental Health and Safety or related field
More than twelve (12) years in increasingly responsible management experience in a safety organization
Safety management experience in the utility production and/or distribution facilities preferred
Prefer prior experience in safety program development within a utility production facility
Knowledge, Skills, and Abilities
Familiar with applicable safety and health regulations and federal and state environmental regulations
Must be familiar with safety equipment appropriate to areas of responsibility
Excellent verbal and written communication skills
Ability to interact with regulatory agencies
Strong leadership skills. Must have computer skills and be proficient in the use of Microsoft Office software
Ability to work cooperatively with others
Other Requirements and Factors
Ability to maintain the security and integrity of critical infrastructure, which may include communications systems, computer networks and systems, cybersecurity systems, electrical grid, hazardous waste treatment system or water treatment system
This position is security sensitive
This position requires compliance with state and federal laws/codes and Texas A&M University System/TAMU regulations and procedures
All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and University safety requirements
Works to cover shifts, or take emergency call, on evenings, weekends, and holidays as required
