Job Summary: The Assistant Chief Supply Chain Officer (ACSCO) is a supply chain management specialist at the Hampton VA Medical Center and supported catchment areas, responsible for the development and integration of a cohesive supply chain; supports oversight, guidance, management, and integration of supply chain operations, including planning and coordination with fiscal, acquisition, clinical and administrative operations

Major Duties:

  • Logistics Operations/Supply Chain Integration Serves as the senior logistics management officer. Exercises supply chain management responsibility for the coordination and integration of new technology and/or implementation of new supply/equipment requirements. Develops performance measurement/management for statistical analysis, workload projections, and process management. Conducts cost-benefit analysis for procurements through the total supply chain. Conducts audits, compliance reviews and program effectiveness/efficiency reviews of all logistics activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives, and procedures. Oversees all activities that will be involved in providing needed logistics support. Serves as the liaison to the VISN, Office of Acquisition and Logistics and the VHA Procurement and Logistics Office; to include the Director of the appropriate acquisition Regional Procurement Office (RPO). Serves as the Chairperson or Co-Chair of the Medical Center Clinical Product Review Committee; exercises delegated approval from the Medical Center Director to approve all trials and evaluations for new products and equipment. Mentors and guides VA HCS and supported catchment area logistics personnel, including interns resulting from the national Logistics and Acquisition Training Programs. Serves as the VA HCS Accountable Officer to ensure that all government property is accounted for receipt of title to final utilization and disposal. Plans, develops, and adapts the supply chain management procedures as needed to coordinate the management and control of all VA HCS EX and NX inventory. Oversees inventory management and accountability for all material and commodities. Develops implements and evaluates the logistics and property accountability plans and policies for the organization. Advises the Medical Center Director of equipment on hand and equipment readiness issues which have a direct impact on patient care. Monitors progress toward meeting the logistics plan, identifies causes and impacts of delays or other problems related to overall execution of the logistics plan and adjusts plans and schedules to mitigate those impacts. Leverages life cycle management practices to ensure efficient allocation of resources for assets through the entire lifecycle. Works closely and collaboratively with the Biomedical and Engineering staff as part of the overall management of the property/equipment program. Conducts strategic planning and quality management of the equipment and leasing programs. Develops strategies to assist supported activities and the acquisition staff with Advanced Procurement Planning (APP). Takes the lead and coordinates with the Network Contract Office (NCO) and associated RPO to ensure integrated and seamless logistics and acquisition support to customers. Oversees pre-award and post-award contract administration, procurement package assembly, submission in eCMS or other electronic databases, and coordination with Contracting. Collaborates and negotiates with customers to ensure pre-award contract documents are completed for all contracting activities with the VA HCS and supported catchment area. Manages multi-million-dollar budgets for staff training, expendable supplies, equipment. Becomes the Logistics Section Chief when the Facility Emergency Operations Center (EOC) is activated and the Incident Commander requires the position to be filled. Supervision Working through subordinate supervisors, plans, organizes and assigns work to subordinates engaged in logistics and property management across organizational lines. Develops plans, milestones, and policy for the accomplishment of assigned functions on an immediate and long-range basis. Reviews work completed by subordinates, accepting, amending, or rejecting work as appropriate. Exercises significant supervisory responsibilities in dealing with officials of other sections or organizations, or in advising management officials of higher rank. Executes administration and personnel management responsibilities. Makes decisions on work problems presented by subordinate supervisors. Assures that subordinates are trained and fully comply with the provisions of such programs as Equal Opportunity, internal controls, Persons with Disabilities, Labor -Management Relations, and other similar special emphasis programs. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/12/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. Examples of specialized experience includes, but is not limited to, serving as a supply chain management leader, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of supply chain operations. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience assisting with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in leading and/or managing a group with a variety of occupations.
