Job Description:

The Fiscal and Program Compliance Analyst provides support to the Senior Administrator in all aspects of fiscal oversight, grant compliance, and program monitoring. This role serves as the primary support for developing financial tracking tools, compiling detailed cost analyses, and preparing compliance documentation for federally and state-funded programs, such as but not limited to the Older Americans Act (OAA), Alzheimer’s Disease Initiative (ADI), Low-Income Home Energy Assistance Program (LIHEAP), and Weatherization Assistance Program (WAP).

ESSENTIAL JOB FUNCTIONS

  • Develops and maintains financial tracking systems and spreadsheets to monitor expenditures, fund balances, and budget performance; reviews transactions for accuracy, allowability, and proper coding.

  • Reconciles program and grant accounts with Finance and prepares variance analyses, cost summaries, and financial projections to support budget and funding decisions.

  • Prepares, reviews, and submits required financial and program reports, including monthly, quarterly, and annual submissions, ensuring completeness and alignment with applicable regulations.

  • Analyzes financial and performance data to support budget planning, evaluate program outcomes, and demonstrate accountability.

  • Coordinates documentation for audits, monitoring visits, and compliance reviews; provides technical assistance and follows up on corrective actions.

  • Interprets and applies fiscal policies, procedures, and funding regulations to ensure consistent compliance across programs.

  • Tracks vendor contracts, invoices, and grant-related reimbursements for accuracy, timeliness, and proper documentation.

  • Reviews and monitors payroll and travel expenditures for grant-funded staff for accuracy, allowability, and proper cost allocation.

  • Drafts correspondence, agenda items, resolutions, and reports.

  • Serves as a resource to staff on fiscal procedures, reporting, and documentation standards.

  • In the absence of the Sr. Administrator of Fiscal and Program Compliance or Operations and Program Management, performs duties as assigned.

  • Responsible for personally knowing and following the County’s Personnel Policies and Procedures, Administrative Instructions, Department Operating Procedures, and applicable Statutes and Regulations.  Responsible for ensuring others also adhere to these standards.

  • Performs other related job duties as assigned.

  • In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.

QUALIFICATIONS

Education and Experience:

Associate’s degree from an accredited college or university and two (2) years of progressively responsible experience in fiscal or grants administration, budgeting, or financial compliance required. A combination of education and experience may substitute for the required degree on a year-for-year basis.

Special Qualifications:

Candidates should possess a strong understanding of governmental accounting principles, budget development, and financial reporting practices. Familiarity with Federal and State grant regulations and compliance standards is essential. Proficiency in Microsoft Excel, accounting systems, and data management tools is required to perform analytical and reporting functions effectively. The position also demands the ability to interpret and apply policies, procedures, and funding requirements accurately to ensure compliance and fiscal accountability.

  • Ability to organize work around broad organizational goals and processes.

  • Ability to perform entry-level professional work, including data analysis and synthesis, report creation, process performance, and regulatory or compliance activities; knowledge of statistics, operations analysis, and forecasting.

  • Ability to make decisions that govern activities as well as others.

  • Ability to work with less than ten co-workers who are mostly engaged in the same activities.

PHYSICAL DEMANDS

The work is sedentary and requires exerting up to 20 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Additionally, the following physical abilities are required:
