Summary:
The Pharmacy 340B Program Manager is responsible for compliance, integrity, and financial optimization of the 340B programs associated with their assigned covered entities and overall Bon Secours Mercy Health (BSMH) program initiatives. This position provides subject matter expertise to both pharmacy and executive leadership for 340B guidelines with respect to proper audit and accounting controls and provides guidance on the implementation of those controls using principles recommended by audit, compliance, and accounting departments. The 340B Program Manager will be tasked with overall program management and coordination, configuration and maintenance of software systems, and providing support for the daily operations of the covered entity to maintain compliant 340B practices. The 340B Program Manager is also responsible for ensuring continuous alignment between covered entity operations and BSMH 340B Policies and Procedures. To accomplish these roles, the 340B Program Manager must establish and maintain excellent customer service relations with individuals, committees, and other associated stakeholders in the 340B Program. This leader is responsible for managing and leading 340B Program Analysts and Auditors who provide supportive services for respective covered entities, child sites, and contract pharmacy arrangements. Furthermore, the leader partners with facility and other pharmacy leaders in the areas of pharmacy operations, technology oversight, quality improvement, supply chain, specialty and retail pharmacy, and revenue cycle management. All responsibilities are accomplished in collaboration with the pharmacy leadership team under the direction of the Senior Director of 340B and Infusion Services. The scope and complexity of the position requires successful leaders to possess a diverse and highly developed skill set including but not limited to: time-management, communication, creativity, vision, teamwork, management, leadership, mentorship, change management, and project management.
Essential Job Functions:
- Serves as the subject matter expert in compliance, 340B software, operations and systems, and other areas as assigned to the leader.
- Continually monitor 340B regulations and legislation, attend ongoing trainings/conferences to help ensure continued compliance with current regulations.
- Ensures HRSA requirements for program qualifications are met and is responsible for ensuring accurate registration of 340B covered entities, child sites, and contract pharmacies.
- Ensures compliant purchasing of 340B medications and provides real-time guidance to pharmacy buyers and staff on purchasing, inventory management, and other practices which maximize 340B compliance and savings. Assists covered entity leadership to provide ongoing training, education and communication required for the 340B program at the entity.
- Develops internal (BSMH and covered entity healthcare personnel, administrations, leadership, etc.) and external (Office of Pharmacy Affairs/Health Resources and Services Administration, Apexus, wholesalers, drug manufacturers, non-BSMH health care professionals, etc.) customer service relationships for effective program management.
- Participate in sub-committees of the 340B Executive Oversight Committee to develop and update policies and procedures for the 340B program.
- Holds overall responsibility for 340B software implementation efforts inclusive of data integrity validation, troubleshooting and resolution of implementation and go-live issues.
- Works with appropriate teams to ensure that the 340B software is coordinated and integrated with the clinical information system software. This shall include the electronic interface between the EMR and the virtual accumulator and any interface between BSMH and contract pharmacy providers and/or administrators.
- Ensures integrity of split billing software and reviews applicable software reports to identify areas of improvement.
- Ensure covered entity is successfully utilizing the split billing software to place orders in a compliant manner which demonstrates cost savings for the ministry.
- Manage covered entity issue resolution process with split billing software vendor.
- Ensure appropriate split billing software configurations are in place and continually update software to ensure alignment with revenue cycle/charging practices, EPIC builds, and BSMH policies.
- Serve as the split billing software expert in order to troubleshoot software issues and continually improve software functionality.
- Serves as the point of escalation for all discovered operational or compliance issues via 340B analyst and auditor internal audits.
- Responsible for immediate communication and escalation of compliance issues or gaps in 340B program operations.
- Develops action plans to mitigate and/or remove any potential or identified compliance concerns and works implement approved programmatic changes.
- Participate in system 340B committees and with covered entity leadership to develop a comprehensive internal audit plan. Leads regular 340B internal audits and data analysis to identify risk and prevent a compliance breach. Escalates any identified compliance issues to covered entity stakeholders and Senior Director of 340B and Infusion Services.
- Responsible for direction and oversight of all direct report activities.
- Responsible for staff education, training, and educational onboarding of all 340B team members (new hires and competency of all current employees).
- Provides education to covered entity pharmacy team and work to ensure pharmacy operations are in alignment with the 340B policies and procedures.
- Works with affiliated departments (finance, information technology, medical staffing office, etc.) to ensure 340B program integrity. Provides ongoing compliance coaching to 340B staff and participants.
- Analyzes monthly reports of 340B program metrics and financial savings.
- Analyzes monthly variance reports and identifies cost savings and system improvements to maximize compliance.
- Works to continuously improve 340B program performance through program surveillance and identification program optimizations.
- Identification of new areas of opportunity for 340B program generated savings. Tasked with design and setup of new 340B programs or environment.
- Specific responsibilities include design of policies and procedures to begin 340B program in new area, new account setup with Pharmaceutical Distributor and Split Billing Software vendors.
Employment Qualifications:
Required Minimum Education: 4 year/Bachelors Degree - Healthcare Administration/Business, Finance, Information Technology/Analytics, Pharmacy or a related field.
Licensing/ Certification:
- Licensure/Certification Required: 340B University Certificate (Live), 340B Advanced Operations Certificate
- Licensure/Certification Preferred: Pharmacy Technician
Minimum Qualifications
Minimum Years and Type of Experience: 2+ years’ in a 340B Program Analyst or previous role with 340B Program oversight responsibilities
